gunmen of 24 civilians in Nadimarg village in the Indian state of Jammu and
Kashmir. The dead included 11 women and two children and were all members of

Kashmir's new ruling coalition vowed on Sunday to release political
prisoners and probe custodial deaths as a first step to end a separatist
revolt, but left it to the Indian government to open talks with the rebels.
"The goal of the coalition is to heal the physical, psychological and emotional wounds inflicted by 14 years of militancy," said an action plan agreed by the regional People's Democratic Party and its coalition partner, the main opposition Congress party. |
